The Southeast Missouri Regional Planning and Economic Development Commission was formed in 1968 by the Missouri General Assembly as a not-for-profit organization and one of nineteen regional planning commissions or councils in Missouri; it was originally named the Southeast Missouri Regional Planning Commission. In 1974 the Commission became an economic district and changed its name to the Southeast Missouri Regional Planning and Economic Development Commission. The Commission provides services that improve the quality of life and encourage economic development in the seven county region. These services include economic, housing, and infrastructure studies; the Commission also serves as a liaison between its communities and both the state and federal governments concerning these issues.

Reports and newsletters published by the Southeast Missouri Regional Planning and Economic Development Commission divided thematically into two series, reports and newsletters. Series I is three reports concerning economic development and Commission activities. These reports are dated 1971 and are arranged chronologically. Series II contain issues of two different newsletters, The Legislator and the Southeast Missouri Regional Bulletin. This series is arranged alphabetically and chronologically

Series II, Box 1767, Folder 004 contains an index for the Southeast Missouri Regional Bulletin. The index is comprised of Bulletin issues 1, 31, 108, and 137. The index does not include issues 64-81 or 138-335. There are some issues of the Bulletin that are missing from the collection. Missing from the collection are issues 42, 139-148, 151-179, 181-199, 201-247, 249-268, and 270-334. There are two copies of some Bulletin issues.
